Interpreter's Meeting Summary

November 10, 2003

Interpreter's Meeting recap from Monday, November 10, 2003 at Cascade High School:

  • The purpose of the interpreter's meeting is so that we all do things the NFHS/WIAA/WOA way. Individual associations and referees do not have the right to change processes!
  • Coaches and officials are role models. When we take the court, we are walking into a classroom.
  • Keep tabs on the WOA and WIAA websites. They will be updated during the year with info that may be of interest to officials.
  • Plug for WOA officials camps: Anyone interested should go through their local board or through WOA commissioner, Todd Stordahl.
  • Hopefully we'll never need to use the ejection procedure. However... if we do:
    Notify the coach, notify the player, notify the scorer (have them make a notation in the scorebook including team, player # and time in game) and then start the 30-second clock. After the game, notify assigner ASAP.
  • The coaching box in the state of Washington is 6-feet wide. Only the head coach is allowed to utilize it. A coach may stand for a prolonged period during a live ball so long as they are coaching their players. A direct or indirect technical foul on the head coach "seat belts" the coach and takes away his/her coaching box priveleges. They must now coach from their seat. However, there are 7 things they can still stand to do:
    Request a time-out or signal a player to request a time-out.
    Confer with the table for a correctable error.
    Confer with the table for a scoring or timing error.
    Confer with the table for a possession arrow error.
    Remove an injured or disqualified player.
    Confer with the bench during a time-out.
    Applaud and react.
  • There is now a warning signal at the 20-second mark of the 30-second interval during which an injured or disqualified player is substituted for. If there is no sub available after 30 seconds, it is a technical foul.
  • On a legal grasp of the basket ring, it is now basket interference if the ball is contacted by the ring before it returns to it's original position.
  • The State of Washington is not going to use the mercy rule.
  • There is now a maximum of four defensive and two offensive players allowed along the lane during free throws. The spot closest to the free-throw shooter must not be occupied. It is allowed for the opponent to step into unoccupied spots (provide no more than 4 defensive and 2 offensive players along the lane). There will now be more players behind the trail official so the trail may need to adjust his/her depth and vision.
  • If a player participates after being disqualified, it is now a direct technical foul on the head coach.
  • There is now an official signal for a kicked ball.
  • The team captain may request a match-up if the opponent subs three or more players at one time.
  • Any exposed hinges on knee braces must be covered.
  • To establish legal guarding position, both feet must be touching the playing court.
  • Simultaneous fouls: Fouls committed by both teams at the same time, but not involving two opponents against each other. Go to the AP arrow and the spot of the throw-in will be at the spot closest to the point of the foul against the team that will be awarded the AP throw-in.
  • The lead official should move ball side when all (or most) of the players are there and when post play dictates. When you move strong side, your take additional area as your primary. The lead also takes additional primary area when the trail is watching the ball near the half-court line on the trail's side of the floor.
  • Time-out positions will be either on each block (for a full time-out) opposite the benches or at the top of each 3-point line (for 30-second time-outs). Communication between officials is now even more important.
  • Points of Emphasis:
    Rough play
    Taunting and self-promotion
    Disconcerting the free-throw shooter
    Time-outs (make sure it's coming from the head coach)
    No water, chairs or cheerleaders on the floor during 30-second time-outs.
    Be aware of intentional fouls towards the end of close games (talk about it in your pre-game conference).
