MEETING MINUTES

Ratings Review: The ratings from Marty Martinis and Alan Guffy have been returned.
They were listed in numerical order. The only concern of the board is that it appears
as if some officials are listed in numerical order when they did not officiate enough
"rateable games" (JV or Varsity) in order to be listed in numerical order. Officials
who do not do enough "rateable games" (10 per the constitution) are put in a "not rated"
category. The new list will be available at our next board meeting (June 2) and then
they will be sent out to all officials. Comments will be typed up and made available
as well.

Rec games: A concern was raised that our rec league and tournament fees are
"non-standard" (I.E. all over the board) and we need to have a set fee schedule
depending on length of game, running or stop-clock etc. We also need to have a
policy that limits the number of games one official does on a particular day and/or
weekend for SCBOWBO rec leagues because some officials are working so many games
that their effort and concentration are severely lagging towards the end of the day.

It appears as if the state (WOA and WIAA) is going to implement 3-person officiating
starting this coming season. All state tournaments will use 3-person. All district
tournaments will use 3-person. Selected varsity games will use 3-person (a very
limited number - how those will be chosen has not yet been determined). Associations
will need to vote on this proposal which is basically the same as the proposal which
was rejected by associations a couple years ago. If approved, 3-officials will now split the same
fee (and travel) that two officials have been splitting in the past (I.E. pay cut).
The WOA summer camps are now restricted to state tournament officials only and no
official will be allowed to referee in a state tournament without having attended a
WOA 3-person camp. Allocations to state tournaments will be CUT so we will be
sending less officials to state. There are many concerns about this "phased approach."
Schools rejected 3-person because of the additional cost so the WOA and WIAA are now
trying to implement it by taking money away from already-underpaid officials. The
phased approach also will not be adequate to get state and district officials
comfortable with 3-person before they are put in a district and state game. There
are many concerns and questions. SCBOWBO will make sure they have several representatives
at the August WOA meeting which will discuss this issue.
Since the WOA camp is no longer an option for our "camp scholarship officials," they
will attend the SOWB camp. The SOWB camp is more expensive and the board has
approved additional funds so that their entire fee is payed for them.

Larry Kiger and Pat Kaminske will present the scholarship award to Danielle Elliott
of Cascade High School and Kevin Erickson will present the scholarship award to
Nicole Elliot of Sultan High School. Kevin has ordered the plaques.

The next board meeting will be held June 2 at
Alfy's Pizza on Broadway in North Everett.
