Meeting Minutes: Monday, January 6, 2003:

Rick Byrum introduced four of the observers who will be providing feedback to our officials for the rest
of the season. He also reminded them that the observers are not providing input to this year's ratings -
their "ratings" will only be used to break ties resulting from our peer rating system. Feedback is to
help our officials improve and constructive criticism should be accepted and appreciated. The four
observers introduced were:
Marty Martinis: Former SCBOWBO ref, CC ref, Div II and Div III ref, and veteran of several state tournaments
including a championship game.
Ira Dunbar: Seattle Official and CC ref who has observed for Seattle and at state tournaments.
Todd Hoxey: Former SCBOA official for several years for the boy's and girls association.
Charley Cobb: Basketball coach for 30 years as well as former president of the Washington Coaches
Association.

Glenn Dunbar returned the state tests to our officials. He also reminded them that several
officials have not yet turned their tests in and those officials will not receive any
varsity assignments after Jan 18 (Glenn was able to get the extension to Jan 18 from the
WOA).

Jim Shaw accepted nominations for host school, coach of the year, and player of the year. He will
make a ballot so that our members can vote of these awards at our last regular meeting of the year.
Jim also reminded officials that several have not yet turned in their background check forms. Any
official that does not have their background check in by Jan 18 will not receive further game
assignments.

Mike Shumway gave a presentation of the proper procedure for time-outs. Excellent job Mike, thank you!

Pat Kaminske reported on our "school hosting" problems. Meadowdale and Lakewood are sticking us
in training rooms and not providing shower facilities. We have approached them several times and
will now go through the WIAA to get them to provide decent facilities for officials.

Kevin used the overhead projector and demonstrated a "sample ratings exercise" to give everyone a
visual look of how the new ratings system would work using "mythical" partners. He reminded everyone
that they should be keeping track of all their partners and keeping notes as the season goes along.

Monroe Coach Alan Dickson was a special guest speaker at our meeting. He did a great job of giving us a
coach's perspective and letting us know what coaches appreciate from officials as well as some things that
coaches have difficulty with.
Calling "ticky-tack" fouls out top and let vicious banging go under the hoop.
Not calling hand and arm fouls on post defenders that interfere with the offensive player.
Officials who do not hustle to be in the best possible position to make calls.

Kevin had some observations and reminders for our officials.
Stay with the shooter! The official who is observing a shooter in their primary area needs to continue
to observe the shooter until they land and the box-out by the defender has occurred before turning to watch
rebound action.
New officials are getting way too close to the scorer's table when reporting fouls.
New officials need to remember to give a preliminary signal so that their partner knows what the call was.
On block/charge situations with displacement, there needs to be a whistle (it's OK to have a "no call" when
their is minimal contact or a flop, but hard contact HAS TO be a foul on the offense or defense).
Reminder that the "run the baseline" privileges are not lost after a foul or violation by the defense if the
subsequent throw-in is still from the baseline.
Officials who are getting input from observers or varsity officials should NOT dispute the input. This input is
for the good and improvement of the official and should just be accepted. Whether or not it is put to use is
up to the official, but there is no need to argue with constructive criticism.
New officials should start trying to "hold their whistle" briefly now that they have a few games under their belt.
Hesitate for a couple micro-seconds before blowing the whistle to give yourself a quick moment to think about whether
or not their was sufficient contact for a foul.

Gunther reminded our officials that nominations for board members will be taken at the next meeting and voting
for board members will be done at the meeting after that. We will be electing two new board members as Glenn
Dunbar and Jim Shaw will have finished their terms after this year. The new board will then elect the president
from within their own ranks per the constitution change that was approved by our members.

Glenn led game scenarios and only one was discussed. When player B1 shoots at A's basket (the wrong end), any foul
on the shot is a non-shooting foul (it is not a try to shoot at the other team's basket). If there is no foul,
the shot counts for team A. If there is a foul, the ball is dead immediately .

Rick Byrum (assignor) reminded everyone to look at the entire season of assignments rather than a single
week or even a single night. Just because you are a top-rated official does not mean you will be working every
Wednesday or Friday. Some officials have considerably more varsity games than others at this point. Over the
course of the season, the scheduling will work out fairly.

Warren Larson won the attendance raffle and received a free referee shirt.
BOARD MEETING

Basketball scholarship applications will be given to all senior players in Snohomish County. This will be accomplished
by sending one form per senior player to the head counselor at each school.

The board will schedule the independent observers and we will try to get the top 50-60 officials observed twice each
this year.

Jim Shaw will reserve the Alfy's pizza banquet room for our season-end party on the last Sunday afternoon before
our season ends. We will announce the date at the next meeting.

Jason, Glenn, and Gunther will find out who the head counselor is at each of the schools we serve and have the
scholarship forms delivered to the senior players through those counselors.

Kevin will pick up a get-well card for Kayla Burt. He will bring it to the next meeting for all our officials to sign.

Kevin will stop by the awards shop in Monroe to see if they can have our trophies made within two weeks. We'd like
to give him our order after the Feb 3 meeting and have them ready for our party of Feb 16.
