Meeting Minutes: Monday, December 9, 2002:

Kevin, Jim and Glenn made some positive comments about new officials and returning officials they have observed.

Tony Churlin gave an informative and interesting presentation on the "little things" that make a difference between
good and great official:
Comments: We have MANY officials who call a great game so it is the "little things" that separate ref #5 from #25.
Being aware of the shot clock and game clock.
Checking the clock and table at every whistle.
Knowing when we are nearing bonus or a player's fifth foul.
Communicating w/ partner during time-outs. (who has next AP? Is a player getting frustrated? Is play getting too rough?)

Jason Bradley and Gunther Hausmann spoke about our association's scholarship program. We give two $500.00 scholarships
to players from the schools that we serve based on grades, athletic ability, community service, and non-athletic
activity involvement. Reviewing the applications each year is an amazing and impressive activity - many of the girls
play three sports, have a GPA near 4.00, and are involved in many community and school activities. Jason handed out the forms to each official in attendance for voluntary payroll deductions at the end of the season and then collected them.
Jason will "hound" each official that was not in attendance until each official turns in a form. Officials do not have
to donate, but they do need to return the forms (even if they elect no deduction) so that we make sure we have contacted
each official.

Kevin reminded all our members that meeting minutes from each general meeting and from each board meeting (including
last summer's meetings) are available on this website.

Glenn Dunbar gave an interesting and informative presentation on illegally using the hands and the three delay
of game situations.

Kevin gave a demonstration on how to apply the new blood/injury rule.

Jim Shaw took nominations for player, coach, and host school awards (ongoing at each meeting).

Paul Patterson gave an interesting and informative presenation on several "over and back" scenarios.

Pat Kaminske reported that we are working a few "issues" at some of the schools we serve. We are working on them.
Meadowdale has a step at the bottom of the bleachers on one end of the gym that could be a hazard to officials.
The old Snohomish gym has an issue with rolled-up wrestling mats being a hazard to players and officials.

Glenn Dunbar collected completed referee tests and will send them to the WOA along with WSP background check forms.
Gunther Hausmann gave an interesting and informative presentation on guidelines to use when deciding whether or not
to give a technical foul to a coach.
Does it make the game better?
Handling people is an art, not a science.
Prevent administrative pre-game T's by being proactive.
Don't ref with a chip on your shoulder and don't look for trouble. If trouble finds you, then deal with it.

Glenn solicited game situations from our members to discuss.
When you have two violations, only penalize the first one that occurred.
Reminder that the website is a good place to post scenarios (we've had some good ones so far).

This week's mechanics question: (Kevin)
Can you think of a time when referees will switch positions other than a foul?
Answer: When the ball goes out of bounds on the Lead's sideline above the free throw line, the Lead will "stay with
his/her line" and go above the free throw line to inbound the ball. The lead then becomes trail and the original trail
slides down to the baseline to become the new lead.

Paul Patterson won this week's attendance raffle and got a free referee shirt.
BOARD MEETING

Rick Byrum will contact the evaluators this week and set up a meeting next week so that all our
observers are consistent in what they are looking for. Observations will start after January 1.
