Meeting Minutes Summary for August 26, 2002:

Ratings: Rick Byrum proposed a new rating system for our association that attempts to address
many of the problems with our old system. Rick has spent a lot of his own time putting this
system together and it looks promising. Officials will rate their partners and officials they
observed one time at the end of the year rather than each game which is the case with
our current system. Officials will group their partners (and the officials they observed)
into 5 categories. Impartial observers will also figure into the rating system. The board will
meet with Rick on September 23 and spend the entire meeting working out details of the system to
get it prepared to present to the general membership at a meeting this fall.

Jim Shaw and Rick Byrum are still in the process of getting pricing from computer stores for
installing a writeable CD drive to each PC for data backup. They will provide status at the
October board meeting.

Jason Bradley is still working on getting prices for SCBOWBO shirts to be sold to members this fall.
Jim Shaw is going to e-mail him the name of a softball referee who owns a screening shop. That shop
made some very nice embroidered shirts for softball referees at a cost of only $10.00 per shirt.

Our constitution allows referees who do not show up for a game to be fined the amount of the game fee
for each game they miss. However, when a referee fails to show up for consecutive rec ball assignments,
we are generally able to find a replacement for all games except the first one. For rec ball only,
a referee who fails to show will only be fined for the amount of the FIRST game.
On another note, junior high games are to be fined under the same guidelines as high school games.
We need junior high games to be scheduled (so that referees receive a written schedule on paper) in
order for us to follow up on fines for junior high games.

Jim Shaw presented 15 copies of school maps to Pat Kaminske to give to the apprenctices this fall.

Jim Shaw will contact Todd Stordahl at the WOA office and request that all SCBOWBO materials be sent
directly to Jim since most of the info we receive from them is relevant to Jim's duties. Jim will
then forward any material that is for the board of directors or the assignors. On another note, the
WOA will require ALL officials to fill out a background check form this year.

Last year's board completely rewrote the constitution so it is in very good shape. Only a few minor changes
were suggested and/or requested by the general membership this year. Changes will be presented to the general
membership for voting at a meeting this fall.
Article 4, Section 3 refers to transferring officials. We feel that it should apply to returning officials
as well. If the new rating system is approved, our association will have impartial, paid observers. It is felt
that those observers would be a better way to evaluate the transferring or returning officials.
Article 12, Section 1 refers to the positions on the Board. In the past, we nominated a board member and a
vice-president each year. We are having difficulty attracting new board members because many would like to
contribute but do not wish to become president (the natural progression after being elected vice-president).
We will now just elect board members rather than "positions." The board will elect their own president.
This change will be effective immediately (concurrence from all board members) if approved by the general
membership this fall.
NOTE: The ratings system portion of the Constitution (Article 15) will need to be rewritten if the new ratings
system is adopted by the general membership this fall.

Nobody brought any of the "policies" that have been written over the years. We will discuss those at our
October board meeting. The policies will be attached to the constitution as an "Appendix." It is impossible
to expect our members to abide by policies that are not published and distributed.

Jason Bradley has re-written the yearly scholarship form. He will provide it to Kevin Erickson on a floppy
disk (or via e-mail) and it will then be put on the forms section of our website for download by any athlete (we
will also continue to distribute paper copies of it to senior athletes each year).

State Plaques have been ordered by Glenn Dunbar and will be ready in September.

Rick Byrum spoke with boy's association president, Kim Walter, in regards to our joint training sessions for this
fall. We will schedule two "orientation sessions" (mandatory that new officials attend at least one) plus three
"floor time" sessions. Kevin Erickson spoke with Kim to nail down the dates and Rick will schedule the
gym times and get teams that we can referee.

Glenn Dunbar found some old forms that will work great for the "Apprentice form" we will require when an
apprentice official would like to be reimbursed for the ticket price of observing a varsity game. Pat
Kaminske will make several copies and have them available for his apprentice referees.

The board approved wording for the referee recruiting ad that will be sent to several local newspapers in
our attempts to attract new officials for this coming season. Kevin has e-mailed that ad to the following newspapers:
The Herald
The Snohomish Tribune
The Monroe Monitor
The Arlington Times
The Lake Stevens Journal
The Northshore Citizen
The Mukilteo Beacon
The Marysville Globe
Kevin will also send recruiting brochures to Everett Community College and Edmonds Community College.
Jim Shaw will provide a contact name to Kevin at the Everett Navy Base and brochures will be sent there as well.

Jim Shaw reported an estimate of 6-10 hours of his time to get the recreation program finances in shape
and to take over the record keeping of that program. The board voted Jim a $100.00 bonus for taking
on this extra responsibility and their sincere appreciation. Dan Taylor has still not closed the
old recreation checking account and Jim will follow-up on that. Jim requested to purchase a file
cabinet and some cardboard storage boxes for the recreation ball records and it was approved by the board.
Dan Taylor's phone bills have been very high and Jim will work out a new phone program with him to get this
expense under control.

Glenn Dunbar reported that ProStock is the only referee supplier that provided prices to us for their
referee equipment. ProStock will be invited to attend each meeting to sell gear. Glenn will ask that
they donate seven referee shirts which we will then use as gifts for our attendance raffle at each
meeting.

Glenn Dunbar brought a form that he found which is a "scrimmage request form" for coaches. This form
will be put on the website. Rick Byrum will announce at the interpreter's meeting that any school
needing officials for scrimmages MUST request it via the form no later than two weeks prior to the
scrimmage.

Jason Bradley will check on the possibility of our association ordering a large quantity of Fox 40
whistles at a discounted price through on of the large recreation department suppliers.

The board felt that the president of the board of directors should have check signing authority in addition
to the financial advisor. Jim Shaw will get a signing card from the bank and add the president's name to
the checking account. This signing card will need to be changed each time a new president is elected.

Jim Shaw will work with Dan Taylor and our recreation leagues to try to standardize the price we charge
for our services. We currently have several different fee structures which is difficult to manage and
not fair to leagues/tourneys who pay a different fee for the same service. Rec ball officials do not need
to turn in pay sheets - Dan will provide the games worked to Jim who will write the checks. In the future,
rec ball officials will only be paid after the league/tournament fees have been received by the association.

Glenn Dunbar has taken care of the association watches for the outgoing board members. Dan Taylor has already
received his watch and Mike Shumway will recieve his watch this fall.

Jason reported that his referee camp experience was very useful and feels that we should be sending more than
two officials to camp each year. The general consensus of the board was agreement to his suggestion. Jason
is going to gather camp information for next year and that information will be placed in each officials folder
during the season.

Glenn has confirmed our dates for the general meetings at the Elks Club this fall. In addition,
Glenn managed to obtain the Elks Club gymnasium for use by our apprentice program from 6:00 PM
to 7:00 PM as well. Nice going Glenn!
