JOINT BOARD MEETING WITH SCBOA and
SCBOWBO prior to SCBOWBO-only board meeting:

I. Meeting (held at Alfy's Pizza in Everett) opened at 6:11
PM by Mike Cashman
II. Apprenticeship Program Update (Rob Findley).
a. There will be a meeting of Rob’s committee after Labor Day to work on
details.
b. Several schools have expressed interest in allowing referees at unsupervised
player scrimmages in November (Terrace, Everett, Lake Stevens, etc).
c. We need to work on helping NEW recruits with TWO-person mechanics at some of
these sites…since that is what they will often be doing when the season starts.
Maybe we can set up multiple sites where improvement in both 2 and 3 person
mechanics is being practiced and taught.
d. Rob is working on creating a Handbook for new recruits.
III. Personal Conduct Policy (Dave Johnson).
a. Dave announced some minor changes to the proposed SCBOA policy which was
passed out at the last meeting (Article 11 – change time to 30 minutes for high
school and 15 minutes for junior high games.).
b. Dave is having documents reviewed by a couple of friends (HR person and
Attorney).
IV. Coaches/Referees Pre-Season Meeting (Mike Cashman).
a. Scheduled for Thursday, October 14 at 7 pm.
b. To be held at Knights of Columbus Bldg in Everett (Thanks to Al Furiak for
arranging the site at $75 fee).
c. Meeting Goal for this year: get better balance of Girl/Boy coaches and
staffs.
d. Tentative Program Format: two panels (coaches --- referees). Questions and
discussion of pet peeves, game situations, etc. Maybe Tom Lafferty as MC.
e. Intentional seating of guests to mix up coaches and referees and encourage
new conversations, etc.
f. Mike will take the lead in organizing select people to be the key people to
contact coaches and their staffs. Focus is on high school varsity, junior
varsity and 9th/10th grade staffs.
V. New Organization Direction (Dave Johnson).
a. We need to begin putting together a committee to work on developing a
possible new organization which includes both boys and girls basketball
officiating for Snohomish County.
b. The committee will include the two presidents, and at least two members from
each existing organization. These need to be chosen soon --- before our next
meeting if possible.
VI. General Meetings for 2010-2011 Season (Mike Cashman).
a. Mike will develop a tentative calendar to present at next meeting.
VII. Attendance (Dave Johnson).
a. As decided at an earlier meeting, attendance this year will actually be taken
at General Meetings by “non-assignors.” The results will then be forwarded to
our assignors – Dan & Lee. We intend to tighten up this process as we encourage
greater accountability within the organizations.
b. As previously discussed, we may attempt to assign members to “regular, small
groups/teams” to do activities together at meetings --- to encourage more
bonding, social, and learning opportunities (especially for 1-3 year officials).
VIII. Meeting with WIAA District One Secretary Jim Piccolo. (Mike and Dave).
a. Our presidents asked for things to be sure to discuss with Jim.

at 6 pm @ Alfy’s in Everett.

I. Meeting opened at 7:12 pm by Mike Cashman, president.
II. Discussion with Assignor Dan Taylor
1. Dan handed out a sheet with two lists of sources for Basketball Officiating
Revenue (those handled through SCBOWBO and those handled through Dan’s Personal
Business).
A. Through SCBOWBO (assigned by Dan and soon to be accounted for in Arbiter)
a. Snohomish and some King County High Schools and Junior Highs
b. Marysville Parks (20 years)
c. Everett Parks
d. Mill Creek Parks
e. Boys & Girls Clubs

2. Current SCBOWBO fees charged to organizations --- per game:
$50 running time games
$60 stop-clock games
3. Current Fees paid to assignor --- per game:
$2.50 – running time games
$3 – stop-clock games
These fees are paid to Dan in addition to his SCBOWBO salary. Dan’s rough yearly
estimate of this income is $1000-1500.
4. Current Fees paid to Referees --- per game:
$20 – 1-person, running time games
$22 or $23 – 2-person, running time games
$27 – 2-person, stop-clock games
5. Dan asked about the possibility of raising his SCBOWBO salary, because of
increased work. The Board later discussed the future possibility of a base
salary for SCBOWBO work (representing us to the WOA and WIAA, etc.) and then a
per game assigning fee. This might alleviate the need to periodically raise the
pay of the assignor. His/her pay would vary directly with the amount of
assigning work. In 2009-2010 Dan assigned 1227 school games through Arbiter.
III. Budget (Mike Cashman)
1. Consensus is that we need one ASAP. Mike will contact “CFO to Go” to start
some advisory work for us.
IV. By-Laws, Code of Conduct, and Personal Services Contract
1. We will wait to see the final draft of the SCBOA revisions, and then compare
them with our bylaws, etc.
V. Board of Directors Insurance update (Mike Cashman & Nathan Murphy).
1. We are working on it.
VI. Apprentice Training (Mike Cashman).
1. Mike is concerned that we get more Girls’ basketball officials involved in
the apprenticeship training --- to encourage more support for new referees who
will do a lot of Girls games.
VII. Appointees to New Organization Committee (Mike Cashman).
1. We agreed to get 2-4 names by the next meeting.
VIII. New Business:
1. Brief discussion of Board’s role vis-à-vis the Assignors role. The Board has
already decided that all referees must be “certified” in order to work high
school games. If individual referees are slow-to-comply in getting certified and
complain, the Board bears the responsibility for this practice. The Assignor has
no choice but to follow the direction of the Board.
2. We may need to add some language to the Personal Services Contract, which
each referee will be asked to sign.
3. Usually this practice means that the deadline for getting certified is
between November 15 and December 1, because assigning school games must begin
just prior to the first week of December.
